In addition to Ozean I would like to suggest to try the Superscript option (right hand side from the CSS option). Maybe that fits your needs.

I guess the reason is that the default Character Style Set (CSS) for (Foot-) Notes is "Note text" and that the CSS you can see in Ozean's screenshot is one created by him. It is up to you to use the default CSS or to create you own CSS, especially for your needs...

Just for the record: Spell Catcher offers a "Multiple Spaces to Space" function as well. That means you could modify text you would like to paste into a document and removing double spaces. Another handy tool for such a task: PTHPasteboard

Actually I haven't checked what possibilities Mellel offers but that is for the simple reason that I use Spell Catcher which offers a "Prevent double spaces" function (SHIFT-SPACE overwrites this setting) as you have described for Framemaker. Maybe it is worth to take a look because Spell ...

For the reason that I use a reference manager I have never tried out to edit manually entered citation all at once. However, as far as i know Mellel treats citations as normal text (because the rest is the job from the reference manager). If this is true, it would be possible to format any citation ...

I assume that you are talking about the case that the citation is insert through a reference manager like Sente or Bookends.
