Bryce has a good point - it would help to isolate what element of your document causes the problem. Or are all of your Mellel exports affected?

Could the "Keep with next _ lines" setting in the Paragraph Style you use for the TOC be responsible - i.e. not set to "0"? Maybe several lines are set to keep with the next 1-2 lines, causing a cascade effect under certain circumstances?
