Another question about page numbers

The submission guidelines for the publisher I'm working with would like my manuscript to be continuously paginated. That's easy enough, but he would also like to see each chapter in a separate file in RTF.
I can't seem to do this with Mellel. I can easily create separate documents in which each document begins with a different page number, but that doesn't seem to survive the export to RTF. Whenever I export, all the number get reset so that each document begins with "1."
Any ideas? And if Mellel can't do it, is there any word processor out there that can?
