Dissertation formatting: pagination questions

I'm working on finishing up a dissertation and have some urgent formatting questions.

First of all, for the formatting the bottom line of type must be at least 1.5 inches from the bottom of the paper and the footer margin for the page number .75" from the bottom. I understand then that the document margin must be set to at least .75" so that the total bottom line will add up to 1.5" But how can I ensure that the page number is .75" from the bottom? Choosing .75" for the footer is the entire height of the footer.

Second, I'm having some problems with pagination as well. For the preliminary pages, I will be starting with "ii" on the actual third page. Is it better to use page breaks to order the range? So the title page would be one page range, with the following page being a blank "i" and the signature page being a "ii"?

I thought I and figured out Mellel's pagination scheme before the the formatting requirements are disabusing me of that notion.
