Converting .mell on open in 2.8: package format is ignored

When opening old .mell files for the first time in 2.8, as usual you are asked if you wish to replace the existing file with the updated format.

However, the resulting .mellel file is always saved as a package, regardless of what is checked in Preferences.

Looks like a bug to me. We will investigate this.
