Copy paragraph style to a different style set

When I drag a paragraph style over to a different style said I get a green +, which seems to indicate it should copy, but it does not. Is it possible to copy a paragraph style from one style said to another or do you have to re-created from scratch?
Allow me to elaborate. I wanted to move a certain paragraph style from one style set to another. When I drag it from it originating style set to another one, I get the green + which should mean it is being copied. But that does not happen. Can this be done?
