Page margins incorrect in print

Hello, all,
I'm using the A4 page size and have "100%" set in File/Page Setup. I've set margins using the "Page" palette as required by the publisher (T: 2.5 cm; B: 1.5cm; L&R 2.1 cm). However, the printout has margins consistently about 0.5 cm greater than those sizes.
Any suggestions very gratefully received...

Chris, I doubt if this is the answer, but just in case check out File/Page setup/Paper Size.
There are two definitions to "A4," regular A4 and borderless.
I you using the correct one for your work?

Thanks very much for the reply.
I couldn't find the 2 definitions you mention; I only got 'A4' as an option in the list of paper sizes. However, I then dived in to the 'Manage Custom Sizes' dialog and found that the printer did indeed seem to be creating a 0.5 cm border on an A4 page.
I tried to create an 'A4 borderless' of my own, but it doesn't seem to be achieving anything.
Where did you find the 'borderless' option?

When I click on paper size A4, I get a list of all the options and to the right of each is an arrow.
Click on the arrow and the choices are A4 [default] and A4 borderless.

Perhaps this is a function of the printer you are using.
I have an HP Officejet 6950. I seemed to remember seeing the A4 borderless option with my old Deskjet as well.
