why is there a separate "learned spellings"

I just noted that Mellel has a separate list of "learned spellings" located in
Library > Application Support > Mellel > Learned Spellings
and is not using the system-wide custom spelling lists located in
Library > Spelling
This seems strange to me. Why not store those spellings which a user adds to the general system, so these spellings will also be used in the spell-checking of other apps? Is there any rationale behind keeping these separate?
