Feature Request: Placement of notes

Hi there!
I have a request concerning the placement of notes.
In Mellel 2.7.1 in the INSERT > EDIT REFERENCES dialoge, when under "Numbering" the option selected is "Restart every page/section/page range", the attribute "May separate
from reference" is disabled.
My question is: Why is that so? This leaves a rather ugly looking white block between text and footnote text in my document, (when two long footnotes appear within few words), even though the hight limit is set to 100%.
It would be great to have the possibility to select "Restart every page section" AND to be able to check the box "May separate from reference".
