I've looked but haven't seen any previous discussion of this possible feature.
What I'd like is the option to have a setting in Mellel that will allow me to have the cursor automatically placed at the end of a newly inserted citation. I almost always have to cite page numbers in my discipline, and it is a pain to manually locate the cursor every time. If the cursor could be automatically placed, I could simply hit enter if I didn't need to add anything to the basic citation.
Does anybody else things see this as a huge time saver? Is there a way to do this already?

If I remember correctly you can use different keyboard combos to enter the citation (at least from Bookends) – one of these allows you to enter the page numbers right away. (Sorry, don't have access to the Bookends user guide or Mellel right now…)
