the footnote continuation separator is used when a footnote is too long to fit on the page and must be continued on the following page. Usually, this is a longer line which signals readers that there is something different about these notes. In Mellel, all lines are the same length. Have I overlooked a possibility to get a longer line?

This is a good question. I have noticed this as well and would also like a way to signal to the reader that the note is either continued from the previous page or that the note is to be continued on the next page.
