Select the text and choose "Underline and Overline" from the Line drop-down menu in the Attributes pane.

Doesn't work, the result is not good.

Underline and Overline covers only the length of the text, I need the full width of the page.
Microsoft Word has a specific function called "Border Text".
If I change the page size, "Border Text" fits to the new format, Underline and Overline fails.

You can do it with the help of the table function/feature. It’s a workaround, but it’s workable.
