It seems logical that if the Redlers have code that does auto-updating links and code that produces links in pdf output, they will apply that to the table of contents feature fairly soon. The suggestion by petrus to use auto-titles is the best option. You can then cross-refer to the autotitles (main level, e.g. [1], not [1a]) without problems. Do you use the Envelope (Personale Envelope) template? It's not clear to me where all your info is currently located and how you got it there.
