Footnote by page, with endnotes

I am having trouble having my footnotes restart "numbering" by page. They continue to increase continuously. I had thought this had worked in the past, so it's probably something idiotic that I am doing.???

Insert > Note > Edit Note Attributes, and then, under "Numbering", select "Restart every page". That should do the trick.

I had changed the footnote style in Edit Style Sets. When I did what you suggest (use Insert/Note/Edit Note Attributes), I saw that it was set as I intended. However, I noted that the Note Stye said "Footnote+". I have long since forgotten the arcane reason for related problems (something vaguely similar happened some years ago), but when I clicked Save Style, all was well: the "+" sign went away and the style changed.
