drawing a line across the page

Is it still not possible in Mellel to draw a line across the page (other than using underscores or tables) -- the kind of line one sometimes sees at the top of a printed page, in the header?

Yes it is possible. Set a reverse tab at the right margin. Set the tab lead for "low line". Use the tab key to make the line. Note that you can make the line heavy or light, by using the font palette to choose normal or bold, and you can make it thick or thin by increasing or decreasing the font size.
