Margin/indent numbers slightly off

I have one paragraph style, in which the margin is supposed to be 36 pt and the indent is 36 pt. But they never match. See attachment. The end if 36 pt. But start and indent numbers are 35.99. No matter what I have tried, they never change as I intend.

The reason this is critical is that when I want to indent the next line within the paragraph (SHIFT + RETURN). I have to hit the tab twice, the first to get to 35.99 and the next to get to 36 mark. This is not only counter intuitive, but very frustrating

This began at least in Mellel 3. I am now at 4.1.3

I see I can’t attach a snapshot here, but this link has a view of the problem area.

The issue here is that you cannot move the margin/indent beyond the first tab stop.

I want the margin/indent distance the exact same as the first tab stop. I understand. But I can't ever get those set to the same exact point (in the distance box).
