Footnotes restart every section: what is a section?

Footnotes restart every section: what is a section?

I'm trying to organize my document (a long book) as neatly as possible, so I'm using auto-titles to divide it into major sections (Heading 1) and chapters (Heading 2). I've set up the footnotes to restart at each section, but I would like them to restart at each chapter (Heading 2), which doesn't seem possible. How can I achieve this, how do I set it up? How can I indicate to Mellel that I want Heading 2 to be treated as the end of a section? Thank you.

Considering the fact that you posted a feature request more than one year ago and then just disappeared, never bothering to answer DavidH's question about your post, I'll be brief:
